Legal Services

We have particular skill in working with state and local governments experiencing fiscal and operational distress, and have been engaged by the Pennsylvania Department of Community and Economic Development to serve as Act 47 coordinator for several distressed cities to assist in developing a financial restructuring plan under Pennsylvania’s Municipalities Financial Recovery Act (Act 47).

Financial Advisory

Government Affairs

Stevens & Lee/Griffin works with municipalities to protect their interests before state legislature and regulatory agencies. Our team of professionals in Harrisburg has worked closely with local government entities in assignments that were effective in obtaining either policy changes or appropriations. As an example, our team was instrumental in securing the legislation that now allows third-class counties in Pennsylvania to levy a local hotel tax to help fund convention centers and promote tourism.
